Abstract

The introductory chapter in the summary report on the Erasmus+ Jean Monnet Network Project "Citizenship Education in the Context of European Education." This chapter asks what is 'European' about the sets of values in the European Convention for the Protection of Human Rights and Fundamental Freedoms (Council of Europe, 1949) and the Charter of Fundament Rights (European Union, 2009). It argues that while there are many similar statements of Human Rights, these two are remarkable in that they are not simple a code, but legally binding on the signatories, with specific Courts to consider infringements and enforce compliance, and this distinguishes them as European. The chapter goes on to compare the two sets of values, with a concordance; and to provide a simplified abbreviated and organised set of values that provide the basis for an analysis of young people's understanding of these rights, described in a second chapter.
