There was a moment about 25 years ago when Social Europe and the European Social Model seemed to be within touching distance of becoming reality. Jacques Delors was the dynamic President of the European Commission and it was quite widely believed that his vision of economic integration would entail ‘harmonisation’ of social policies among the EU (15) underpinned by a commitment to furthering social equalities. Sadly in many ways this has not come about for a host of reasons, above all because of the hegemonic influence of neoliberal economic and social policy thinking, exemplified in the approach to the Greek crisis. Yet social policy in Europe remains located primarily at the national government level.
