Abstract

This report, commissioned by the Senedd, investigates effectiveness in parliamentary committee context. The Senedd (Welsh Parliament) is a relatively young institution that has undergone significant transformations in terms of its structure, powers and operation in its 20+ years of existence. Its committee system sits at the very heart of parliamentary and democratic life in Wales. Therefore ensuring that the Senedd committees work effectively and achieve the intended positive impact is crucial for the well functioning of Welsh democracy.

This report explores what makes for effective committees and what conditions are needed for effective evaluation to take place. The report finds a great deal of good practice in committees' work (i.e. improved strategic planning capacity, a focus on follow-up and 'keeping at things' in terms of scrutiny and oversight of government, a drive to embed lived experience of people in evidence, a commitment to work transparently and to engage widely with stakeholders and the Welsh public).

Its recommendations concern both how to improve the conditions for committees' effectiveness (membership, exercise of full range of powers etc), but also how to improve the conditions in which evaluation of committees' work takes place (i.e. improving the parliamentary data, infrastructure, adopting routines and practices that support self-evaluation, improving evaluation capacity by expanding partnerships with research organisations and academics).
